Why do I need to provide personal information when I sell my device?

It’s the law. When you sell a second-hand item to a business, you are required to provide certain information so that both the item sold and its owner can be identified.
Failure to comply with this law is punishable by a fine of 30,000 euros and 6 months’ imprisonment.
